出国留学用的毕业证书、学位和成绩单公证如何办理
1.毕业和学位证书
现在国外的大学可以接受由教育部CHSI中国高等教育学生信息网（https://www.chsi.com.cn/）出具的Online Verification Report of Higher Education Qualification Certificate。毕业生只需要登录到网站，首先申请中文的学位电子证书，然后再申请英文的学位电子证书缴费翻译即可。毕业证书不太需要，因为你的学位电子证书上有毕业结论。国外大学的学生毕业时候只有学位证（degree scroll）和成绩单（transcript）。
2.成绩单
成绩单相对于学位证书来讲，要花更多的功夫。现在国内的大学的学生毕业时候普遍没有收到英文版的成绩单，但是国外留学需要出具英文成绩单。在公证翻译还是自行翻译盖章前请前往学校官网查看成绩单的提交要求。遇到最严格的提交标准是以下这种情况：
The official transcripts must be enclosed in an official sealed envelope with its flap bearing the security seal of the university and the signature of the Registrar or his/her representative (with the designation indicated on the envelope). The envelope must be forwarded directly from the university unopened。概况的意思是英文成绩单需要学校盖章和签字，还需要用官方信封密封盖章和签字，然后必须从学校办公室寄出。
记住这几点：原件，学校公章，学校工作人员签字。至于是否密封提交，请与对方学校确认。成绩单可自行先翻译一份，方便公证处或者学校盖章签字。多备份几个密封的成绩单，方便日后其它申请使用。
在线申请的时候成绩单和学位证可先提交扫描件以便完成在线申请流程，在纸质版材料提交阶段再提交密封成绩单。
学历学位公证材料准备
1、申请人的身份证原件；
2、申请人的户口簿原件，集体户籍的申请人提供《常住人口登记卡》本人页原件及经过户籍所在单位盖章的首页复印件；
3、毕业证书、学位证书原件；
4、如非本人办理，还应提供授权委托书、代理人的身份证件；
5、如果您所提供的证据材料不足以证明所申办公证事项时，请根据公证员的要求补充证明材料。
